Question about those meetup group rules at Anime Expo

I was at a panel at Anime Expo last summer where the host kept cutting off questions to stay on schedule, which killed the whole vibe of the discussion. Ever since then I've been way more careful about joining groups that have strict time limits on talking. Has anyone else found a good balance between keeping things moving and actually letting people speak?

Yeah my buddy's panel at PAX had a timer that beeped every time someone talked too long, super distracting.
