Is it really fine to leave junction boxes buried behind drywall or should we all be pulling them to the surface?

I keep seeing guys on new builds in Dallas just drywalling right over junction boxes with splices inside, and my old master always said that's a code violation waiting to bite someone, but then others argue it's common practice if the box is accessible before the sheetrock goes up so which side is actually right here?

Just surface mount them after inspection, saves everyone a headache later.

That's just lazy work. Code says accessible means accessible.
