Vent: My shed door hinge stripped out after 4 years

The screws on my shed door hinge stripped out last weekend. The wood was wet and mushy around all the holes. I tried bigger screws first, that just made new holes. Then I used a $9 syringe epoxy filler, held for a day, then sagged again. Should I cut out the bad section and glue in a new block, or is that just delaying the problem?

Exactly, cutting out the mush and gluing in a solid block is the right call, not just delaying it. Those $9 epoxy fixes never work when the wood is still wet, it just peels right off like you saw. Use exterior wood glue and some screws into the new block, and you'll get another solid 4 years out of that door.
