Overheard a guy at the hardware store say aluminum foil hats are pointless because the signals just bounce off the ground

I was in the plumbing aisle at Home Depot last Saturday, and this older dude was telling the cashier that all these people wearing foil hats are missing the point. He said the real threat is ground-penetrating radar from satellites, not radio waves hitting your skull. He claimed he tested it by wrapping his router in foil and the WiFi still worked fine through the floor. It got me thinking about how most conspiracy theories focus on the wrong layer of the problem. Has anyone else heard this ground-wave angle before, or is this a new rabbit hole I should ignore?

My old roommate used to swear by the triple layer foil beanie method, so I bought into that whole anti-skywave thing for years. But after reading up on ground bounce and how low frequency stuff travels through dirt, I gotta say this hardware store guy actually has a point. Im not ditching the hat just yet, but I definitely started taping foil to my floorboards this week.
