That's a tough one. The job is done when the person actually learns and changes, not just when they get punished. If your friend apologized and showed he understood why the old tweet was bad, that's a real fix. If he just laid low until it blew over, then the call-out probably just caused stress without making anything better.

Wasn't there a piece in The Atlantic about this? It argued the point @riley_west is getting at, that real change is hard to see from the outside.
