How do you tell when a call-out has actually done its job versus just ruined someone's week?

That's a tough one. The job is done when the person actually learns and changes, not just when they get punished. If your friend apologized and showed he understood why the old tweet was bad, that's a real fix. If he just laid low until it blew over, then the call-out probably just caused stress without making anything better.
