Have you ever asked what devices are on the network before testing outlets? I always look for things like smart TVs or phones sucking up bandwidth (it's crazy how much they use). Your splitter story is a good reminder to check hardware, but sometimes the fix is just telling a roommate to stop streaming in 4K while gaming. So my first move is to see the big picture of what's connected and when.
