My neighbor saw my bullet journal and said it looked like a chore list, not a creative outlet.

Wow, that misses the whole point. It's not about what it looks like to someone else. The creative part is in the making of it, the system you build for yourself. Who cares if it has tasks in it? That's just one piece. The act of setting it up and using it is the outlet. Sounds like your neighbor just doesn't get it.

Yeah the "creative part is the making" thing is so real, I get that with my weird playlist folders.
