That neighbor who plays bagpipes at 6 AM every Sunday

I overheard someone at the hardware store say the city noise ordinance only applies after 10 PM, so I guess I'm stuck with Amazing Grace blasting through my walls every weekend until I figure out a different approach, anyone else have a legal-but-annoying noise situation that isn't covered by the rules?

Earplugs and a fan aimed at the wall did the trick for me.

Tried that too @riley_west and it worked for me but I had to angle the fan just right. Also switched to foam earplugs instead of the silicone ones, made a world of difference.
