Neighbor's leaf blower at 6am turned into a full yard war

Three weeks ago on a Sunday, Dave from two doors down fired up his gas leaf blower at 6am and let it run for 45 minutes while I was trying to sleep. I went out in my robe and asked him to cool it, and he told me to 'get a hobby' before pointing it at my fence line. I ended up calling the non-emergency line in Portland at 7:15 and the officer just shrugged, said it was a civil thing. Anyone else had a neighbor weaponize yard tools just to be petty?
