My neighbor said his leaf blower at 7am on Sunday was fine because 'church people are already up'

I live in Phoenix near a main road so you'd think noise wouldn't bug me. But this guy fires up his gas blower at 6:45 every Sunday morning and just blows dirt from his driveway into the street for 20 minutes. I asked him nicely last week if he could wait til 9. He told me church starts at 8 so everybody good with early noise is already awake. I dont even go to church. Has anyone ever actually won a noise complaint with HOA over something like this?

Ngl I kinda see where your neighbor is coming from though lol. Sunday mornings are pretty much fair game for yard work before it gets hot out, and 7am is way more reasonable than some people who start at 6. Plus if he's lived there longer than you, maybe that's just the rhythm of the street.

Read somewhere that noise complaints actually peak at 7am on weekends, which is wild honestly.

Would it make any difference if the guy actually needed to leave for church and was just trying to get it done before he goes? I honestly used to think early yard work was no big deal too, but living next to a leaf blower at 7am changed my mind pretty quick. @tyler_wilson I get the heat argument but 9am is still before it gets bad and your neighbors actually get sleep.
