I finally dumped guest posts for digital PR after a 3 month test

I ran guest posting for my client's site for 3 months, got 14 links, and traffic barely moved. Then I tried one digital PR campaign targeting local news in Austin and picked up 8 links in 2 weeks with way more referral traffic. Anyone else find guest posts are just filler compared to real outreach?
