Guest post links from local org pages tanked my site traffic

I spent last winter getting 15 links from small nonprofit sites in Denver because they looked relevant to my landscaping business. Traffic actually dropped 20% after they went live, turns out Google treats those pages like low value directory hits. I pulled them out with the disavow tool and things recovered in about 3 weeks. Has anyone else seen local charity links backfire like that or was it just my bad luck?
