Lost a $900 bumper cover off a flatbed in the middle of I-35 last Tuesday

Chain tension looked fine at the yard, but a wind gust at 65 mph popped the straps and that cover disappeared into traffic behind a semi. Anyone else had cargo shift on them this bad, or am I just the unlucky one this month?
