Had a buddy critique my resume and it stung but he was right

Honestly, my friend Mike, who's a hiring manager at a logistics company in Phoenix, looked at my resume last week and said, 'This reads like a job description, not what you actually did.' I had a bullet point that said 'managed budgets' but he made me change it to 'cut material costs by 15% over 6 months by negotiating with 3 suppliers.' Has anyone else had someone point out something obvious that made you totally redo your resume?

Whoa, but that's actually a solid resume tip though.

Mike made you quantify it which is fine but resumes can be too number-heavy too.
